Arsen Samvelian Recognitions & Contributions

Arsen Samvelian has been recognized for achievement in Internet technologies and software development, reflecting a distinguished career that combines technological innovation, entrepreneurship, court-program services, online education, recovery-program development, community service, and cultural preservation.

For nearly two decades, Mr. Samvelian has applied his expertise in Internet technologies, software development, online education, security, compliance, and program administration to develop practical systems and services serving individuals, families, businesses, professionals, and communities.

Court Programs and Online Education

Since 2007, Mr. Samvelian has served as Commissioner of Court Ordered Programs, Inc. and Court Ordered Classes, where he oversees the delivery and development of court-mandated educational programs for individuals fulfilling probation, diversion, and other court-related requirements.

The programs address areas including anger management, domestic violence, battery, child abuse, shoplifting, and drug and alcohol education, among other court-related educational requirements.

His responsibilities extend beyond program administration. Mr. Samvelian oversees aspects of the organization's technical infrastructure and curriculum development, utilizing his experience in Internet technology and software development to support secure, accessible, and effective online educational services.

One of his notable technological contributions was the organization's transition from PDF- and video-based materials to live Zoom-based group classes in 2014. This innovation subsequently became particularly important during the COVID-19 pandemic, when courts and court-program participants faced significant challenges in accessing required services in person.

The significance of this work extends beyond the technology itself. At the center of these programs are people—individuals, parents, families, and others whose lives can be directly affected by court proceedings and the circumstances that bring them into the court system.

Through technology-enabled education and counseling, participants can access programs designed to help them satisfy court requirements while gaining information and skills relevant to their personal and family circumstances.

Parents and families may receive education addressing parenting and co-parenting challenges. Individuals may participate in programs addressing anger, behavior, decision-making, and personal responsibility. People involved in domestic-violence-related proceedings can access specialized educational programs, while individuals fulfilling probation or diversion requirements can participate in structured programs without necessarily having to attend a traditional classroom.

This approach has helped create additional access for people who may face challenges involving work schedules, transportation, geographic distance, family responsibilities, or other circumstances that can make traditional in-person attendance difficult.

Technology and Software Development

In 2006, Mr. Samvelian founded ArsenWeb, where he continues to provide expertise in Internet technologies and online-learning platform infrastructure.

His work through ArsenWeb has focused on developing and supporting secure systems for online education and business operations, drawing upon his experience in coding, Internet security, software development, online learning, and regulatory compliance.

Over the approximately two decades since ArsenWeb's founding, Mr. Samvelian has helped more than 200 companies with his technology expertise.

His contributions to Internet security and software innovation have also included intellectual property and patented technology. Among his innovations is a patented CAPTCHA-style verification technology developed for court-ordered programs, designed to address data-protection and participant-verification requirements.

He has also secured trademarks associated with Beyond the Captcha as well as trademarks involving the logos of Court Ordered Programs and Court Ordered Classes.

Entrepreneurship and Business Leadership

Mr. Samvelian's entrepreneurial career includes a long-standing partnership and subsequent limited liability partnership.

From 2010 through 2022, he was a partner of SamSim Partnership in Los Angeles. In 2022, the partnership was converted into SamSim LLP, and Mr. Samvelian continues to serve as its Chief Executive Officer.

This history reflects more than a decade and a half of continuous business leadership, during which he has helped guide the organization through changes in structure, business conditions, and technology.

His continuing role as CEO reflects his ongoing involvement in the organization's management and strategic direction.

Recovery Programs and Rehabilitation Services

Mr. Samvelian has also applied his professional experience to the field of addiction recovery and rehabilitation services.

In 2015, he developed expertise in rehabilitation-related applications and subsequently became involved in the development and implementation of technology and operational systems supporting rehabilitation programs.

He helped open and launch Lake Hughes Recovery, contributing his knowledge and experience to the establishment of the recovery facility. He served as Program Director from 2015 through 2016, helping with the development and operation of its programs.

Mr. Samvelian also served as Program Director at SV Recovery Inc. through 2021, contributing his experience to a detoxification and residential treatment facility in Los Angeles.

His involvement in the recovery field has a personal dimension as well. He serves as treasurer of a nonprofit drug rehabilitation organization associated with the facility where he achieved sobriety, allowing him to contribute his professional experience to an area that also has personal significance.

Preservation of Armenian History and Culture

Since 2005, Mr. Samvelian has also devoted significant effort to the preservation of Armenian history and cultural heritage through his role as museum director of the Armenian American Museum and Cultural Center of California in Glendale.

He established and maintained a nonprofit museum organization dedicated to preserving Armenian historical artifacts. Over the years, he personally supported the organization's administrative obligations, including taxes and annual fees, while working to expand and preserve its collection.

The collection has grown to more than 1,000 items, including artifacts dating back approximately 3,000 years, coins associated with ancient Armenian kingdoms, historic ceremonial garments, and rare Bible manuscripts.

Although a physical museum was not ultimately developed as originally envisioned, Mr. Samvelian has continued to pursue the goal of making this cultural heritage accessible to a much broader audience. His vision is to create a virtual museum using advanced 3D-scanning technology, allowing people around the world to experience and learn about Armenian historical artifacts through modern digital technology.

This effort represents another example of his approach to technology: using digital innovation not simply for commercial purposes, but also as a means of preserving history and expanding access to cultural knowledge for future generations.

Education and Professional Foundation

Mr. Samvelian attended California State Polytechnic University, Pomona, where he studied toward a Bachelor of Science in Business Administration.

He did not complete the bachelor's degree. He earned an associate degree in business from another institution, following his earlier education at Armenian Mesrobian School in Pico Rivera, California, where he received a diploma in business, management, marketing, and related studies in 1994.

His education in business, combined with extensive practical experience, provided a foundation for his subsequent entrepreneurial and professional work across technology, software development, court services, online education, rehabilitation, and other fields.

Civic and Community Involvement

Beyond his professional responsibilities, Mr. Samvelian has supported numerous charitable and community organizations, including City of Hope, the American Heart Association, March of Dimes, and Boys & Girls Clubs of America, among others.

His continuing involvement in charitable and nonprofit organizations reflects an interest in contributing to causes that serve individuals and communities.
